Magistracy, Hongkong, 9th February 1881.

I have the honor to enclose a letter from Dr. J. Parker, who has been recently appointed First Clerk in this Department, applying to draw the full emoluments of his Office including quarters at the Magistracy.

The Magistrates are of opinion that Mr. Parker is entitled to the use of the quarters which were especially made over for the First Clerk.
